Vermont is not a biotech hub. Burlington, population 45,000, is not Boston or San Diego. The University of Vermont, with approximately $300 million in annual research activity, is not a flagship land-grant with a nine-figure NIH portfolio. By conventional metrics, UVM sits comfortably in the mid-tier of public research universities — respected, productive, and largely invisible to the pharma and biotech BD teams who route their academic scouting through the usual coastal corridors.

In September 2025, UVM did something no other rural public university in the United States had done: it opened a BioLabs Innovation Center — the premier international network of shared life science incubator facilities, whose other locations include Boston, New York City, and San Diego. The facility, a two-year collaborative effort between UVM’s Office of the VP for Research and BioLabs, opened at UVM’s Colchester Research Facility with 7,000 square feet of shared wet labs, private labs, and flexible office space equipped with more than $1 million in cutting-edge technology, designed to support 10 to 20 startup companies. UVM’s VPR described the opening as placing UVM “in a select group of universities with world-class incubator infrastructure.”

That is an accurate and important statement. It is also an incomplete one. The BioLabs center is designed for early-stage life science startups. The Robert Larner, M.D. College of Medicine — with nearly 200 research faculty, 700 clinical faculty practicing across the UVM Health Network, and established strengths in cancer, cardiovascular disease, neuroscience, and aging — is not a startup. Its investigators are producing peer-reviewed science, generating IP, and running clinical trials. They need not an incubator but a systematic connection to the pharma and biotech sponsors who should be funding their work.

Iowa State University in Ames is a land-grant university of approximately 28,000 students with a research portfolio rooted in the dual strengths that define the best land-grants: agriculture and engineering. Its BioCentury Research Farm is a 400-acre applied research facility that has led and supported more than $85 million in industry-funded research projects since 2009. Its ISU Research Park houses startups and industry partners in a purpose-built innovation ecosystem. And in August 2025, ISU secured something most public universities spend years trying to attract: a $40 million bioindustrial manufacturing scale-up facility, co-funded by BioMADE — a DoD Manufacturing Innovation Institute — and the Iowa Economic Development Authority, to be installed at BioCentury and operated as a national resource for biobased product testing and commercialization.

Cargill and Kent Worldwide are among the expected users. The facility will house 5,000- and 10,000-liter fermenters and is designed to advance biobased chemicals, bioplastics, biopesticides, alternative proteins, and fermentation products from lab-scale to commercial viability. It is, in every meaningful sense, the agricultural biotech equivalent of what Zoetis did at Colorado State — a major industry partner co-investing in infrastructure on campus.

That story is about ag-biotech and bioindustrial manufacturing. It is not about human health.

ISU’s vaccine, diagnostics, and immunotherapeutics platform — organized under the state of Iowa’s Biosciences Platform and anchored by active research in mRNA vaccine delivery, biodegradable polymer vaccine platforms, and infectious disease immunology — is productive, patent-generating, and commercially relevant. It has no equivalent industry anchor. The inaugural Iowa Biosciences Showcase in September 2024 was a first, promising step. What comes after the showcase is the question.

The University of Iowa is not typically the first institution named in conversations about pharmaceutical industry partnerships. It does not anchor a coastal biotech cluster. It is not adjacent to a major pharma headquarters. Its annual NIH funding of approximately $280 million places it solidly in the mid-tier of public research universities — substantial, consequential, and now structurally threatened by the same federal funding contraction affecting peer institutions across the country.

What the University of Iowa has built, quietly and without much national visibility, is something almost no other mid-size public university can claim: a fully commercial, FDA-registered pharmaceutical manufacturing facility that has been producing drugs for the biopharma industry for nearly half a century. UI Pharmaceuticals — housed within the College of Pharmacy — is the largest and most experienced university-affiliated pharmaceutical manufacturer in the United States. It has manufactured over 1,100 batches of product for more than 100 different sponsors over the past five years alone. It goes to the BIO International Convention in Boston every year. It is, by any definition, an operating commercial entity embedded in a public research university.

That manufacturing relationship represents exactly the kind of industry engagement most peer institutions are still aspiring to build. And yet, the biomedical discovery enterprise that shares UI’s campus — the research programs in cancer, neuroscience, cardiovascular disease, and hearing science that are now watching their federal funding contract — has no systematic connection to the same pharma and biotech clients that walk through UI Pharmaceuticals’ doors.

Tech Launch Arizona built one of the most productive tech-transfer operations at any mid-size public university in the country. The AI-in-health enterprise it now sits next to has the science, the clinical network, and the strategic urgency. What it lacks is the industry BD infrastructure to convert that into sponsored revenue.

The University of Arizona crossed $1 billion in annual research expenditures in fiscal year 2024 — a milestone shared by fewer than 150 institutions in the country. It did so while simultaneously absorbing one of the steepest federal funding disruptions of any public university in the Southwest: 64 federal grants terminated or stop-work ordered as of July 2025, totaling $59.2 million in lost federal revenue, with an additional $40.5 million in annual indirect cost funding at risk if the NIH’s 15% cap is ultimately sustained. Arizona Attorney General Kris Mayes joined 21 other state attorneys general in challenging the cuts. The lawsuits continue. The vulnerability does not disappear with them.

What makes UA’s position unusual — and instructive — is that it already built the commercialization infrastructure most peer institutions are still designing. Tech Launch Arizona, the university’s commercialization arm, reported 307 new inventions, 75 licenses and options executed, 9 startups launched, and 367 patents filed in FY2024 alone — a record year. The BIO5 Institute, spanning 19 colleges and 84 departments, has produced medical devices, diagnostics, and therapies reaching commercial markets. One of those therapies is on the verge of entering human clinical trials. The infrastructure is real, productive, and recognized.

What UA has not yet built — despite holding some of the most commercially relevant assets in the Southwest — is a systematic pharma BD outreach function that connects its AI-in-health research, its Banner Health clinical network, and its rare fungal disease expertise to the specific companies whose pipeline priorities those assets match.

The University of New Mexico is not, by most metrics, a headline research institution. With approximately $107 million in annual NIH funding and a total research portfolio of roughly $243 million, it sits comfortably in the mid-tier of public research universities — large enough to generate consequential science, small enough to be overlooked in national rankings that favor research volume over research velocity.

What UNM has built, quietly and systematically, is one of the most effective technology commercialization infrastructures among universities of its size and geography in the United States. Rainforest Innovations, the university’s tech-transfer and economic development arm, has consistently outperformed peer institutions in patent licensing, spinout formation, and commercial technology transfer — winning national recognition from the Milken Institute for its performance relative to research expenditure.

Then came the funding crisis. UNM’s Provost estimated the institution stands to lose more than $20 million annually under a 15% NIH indirect cost cap — a figure that, against a $107 million funding base, represents a structural threat to the research enterprise, not a manageable shortfall. New Mexico joined 22 state attorneys general in challenging the cuts. The lawsuits continue. But the underlying vulnerability has not changed.

What UNM has not yet confronted is the logical next step from what Rainforest Innovations already built: a direct, proactive BD channel connecting UNM’s biomedical IP pipeline to the pharma and biotech companies whose clinical priorities map precisely onto what UNM’s Cancer Center and Health Sciences enterprise produces. The commercialization infrastructure exists. The industry relationships do not.

Federal research funding is contracting. That is the context. This series is the response.

NIH awards are down nearly 30% year-over-year. NSF funding has fallen by half. A proposed 15% cap on indirect cost recovery threatens the operational infrastructure of research universities across the country — the labs, the compliance systems, the core facilities that make research happen. For mid-size public universities, which lack the endowment depth to absorb multi-year federal funding gaps, the pressure is not theoretical. It is operational, immediate, and not going away.

What this series argues — across eleven institutions and eight states — is that most mid-size public universities are sitting on more industry partnership capacity than they are using. Not hypothetically. Demonstrably. Each university profiled here has already built a working model: a co-located industry lab, a commercial pharmaceutical manufacturer, a genomics institute, a vaccine spinout, a national biomanufacturing facility, a 350-company AI consortium. The implemented solution in every case study is real, documented, and operating. It proves the institution can do this.

The potential solution in each case study is the pivot: applying the logic of what already works to the adjacent research enterprise that hasn’t run the same play yet. The university whose CDMO manufactures drugs for 100 pharma sponsors has not introduced those sponsors to its research investigators. The university whose animal health partnership model is 30 years old has not applied it to the human health side of the same building. The university sitting 40 miles from Pfizer’s largest R&D campus has no systematic BD channel to it. These are not failures of science or ambition. They are failures of connection — and connection is solvable.

The pivot is not a reinvention. It is a translation. At a moment when the federal funding compact can no longer be assumed, that translation is the strategy.

CSU built the most direct form of industry partnership possible — a co-located R&D lab from the world’s leading animal health company. The same logic, applied to its infectious disease and biomedical assets, has barely been tried.

Colorado State University in Fort Collins received approximately $436 million in federal research funding in 2024, supporting 1,000 full-time research positions and another 1,000 graduate students. That funding underwrites a research portfolio spanning infectious disease, cancer biology, atmospheric science, precision agriculture, and biomedical manufacturing — a breadth that most mid-size public universities would envy.

Then the cuts came. CSU’s Vice President for Research, Cass Moseley, sent a note to faculty in early 2025 acknowledging “a time of uncertainty” and promising to monitor the situation. By August, the Office of the VP for Research had launched a dedicated event series on university-industry partnerships — an open acknowledgment that the federal-dependent model needed a supplement, if not a partial replacement.

What CSU’s leadership may not have fully recognized is that one of its own colleges had already solved this problem. Five years before the funding crisis, the College of Veterinary Medicine and Biomedical Sciences attracted Zoetis — the world’s largest animal health company — to physically embed a research laboratory on campus. The model was not a grant. It was not a sponsored research agreement negotiated at arm’s length. It was a co-location: Zoetis scientists working beside CSU scientists, inside CSU’s own Research Innovation Center, funding discovery that neither party could have generated alone.

That model is sitting right there. CSU’s human health and infectious disease enterprise has not replicated it.

The University of Kentucky sits at a peculiar crossroads. On one side, its Gluck Equine Research Center has spent three decades demonstrating exactly what a durable, industry-funded research partnership looks like: endowed chairs underwritten by Keeneland, commercial drug testing contracts with the U.S. Equestrian Federation, a spinout laboratory acquired by a private diagnostics company, and six of the ten equine vaccines in commercial use today developed on UK’s campus. Industry partnerships there are not aspirational — they are operational.

On the other side, UK’s biomedical enterprise — home to Kentucky’s only NCI-Designated Comprehensive Cancer Center, $159 million in average annual NIH awards, active research in oncology, cardiovascular disease, addiction, and Alzheimer’s, and participation in ORIEN, one of the largest harmonized cancer data consortia in the country — remains overwhelmingly dependent on federal funding that is now contracting at a pace the institution’s own president has called potentially catastrophic.

The gap between these two realities is not a science problem. UK has the assets. It is a translation problem — and it is one that UK’s biomedical leadership is positioned to solve, if it is willing to borrow from the playbook already running one building over.
